The Victory Plan contains not only open, but also secret points. Ukraine asks to provide assistance on these secret annexes as soon as possible.

This was announced by the President of Ukraine Volodymyr Zelenskyy during his speech at the meeting of the European Council in Brussels on Thursday, October 17.

Ukraine's Victory Plan has secret annexes

Zelenskyy said that Ukraine's Victory Plan consists of not only five open steps, but also a secret part. He emphasized that Ukraine asks to provide assistance on these points as soon as possible.

"In fact, we have secret sections of this document, which are sensitive. And on such sensitive issues, of course, we ask for assistance as soon as possible," the President noted.

As an example, the Head of State cited the decision to grant Ukraine permission to use long distance weapons.

"Of course, we will use our own weapons and capabilities for this, but it is very important that our partners also think about helping us in this and continue to help," Zelenskyy noted.

He added that it will be possible to encourage other leaders to make this decision as well, only thanks to the unity of the EU.

As a reminder, on October 17, a meeting of the European Council was held in Brussels, at which the President of Ukraine presented the Victory Plan.

During the meeting of the European Council, Zelenskyy also emphasized that Ukraine needs the fastest allocation of 35 billion euros from frozen Russian assets.

In addition, during his speech, Zelenskyy noted that Ukraine can hold its positions at the frontline and transfer the war to Russian territory. This requires more Western weapons.

The Head of State also noted that Ukraine faces a difficult and dangerous winter. Therefore, Ukrainians urgently need new air defense systems.
