The German government's internal analysis suggests that the Kremlin may end the war this year. Russia is already working on a scenario of a "victorious end to the war".

Why Putin wants to end the war

As BILD has learned, the German government's "internal analysis" concludes that the Kremlin may end the war this year and is already sending appropriate signals to both Russians and the international community.

The publication notes that one of the reasons for this conclusion is the deteriorating economic situation in Russia. Interest rates and food prices are rising rapidly, and the ruble has lost more than 20% of its value against the euro over the past five months. The military-industrial complex working in three shifts can no longer hide the crisis in other industries. While in 2024 economic growth was just under 4%, in 2025 it is projected to be only 1%.

The Russian presidential administration is already working on a scenario of a "victorious end to the war" and is planning measures to reintegrate the military into civilian life. Officials intend to support soldiers financially and prevent their involvement in protests or crime.

The decisive factor in the scenario of a quick end to the war is the desire of the next US President Donald Trump to start negotiations with Moscow and Kyiv as soon as possible after his inauguration on January 20.

At the same time, the German Foreign Ministry is skeptical about the likelihood of a real end to the war in the near future, believing that Russian dictator Vladimir Putin is still not interested in a lasting peace and is not backing down from his demands for the annexation of Ukrainian territory.

"Putin is currently not interested in serious peace talks and sustainable peace. Russia is not backing down from its maximum demands, such as recognizing the annexation of Ukrainian territories," the German Foreign Ministry said in a statement.

Earlier, Sky News reported that the Kremlin hopes to conclude negotiations on Ukraine by May 9, 2025, in order to organize a double celebration. At the same time, the Russian Federation will present any outcome of this war as a victory.

However, Russian dictator Vladimir Putin himself has been confused in his statements about the war against Ukraine. Answering a question about the possible end of hostilities in 2025, he said that he wanted an end, but that it was not in his power.
