Number of local councils that supported the Victory Plan — Yermak

Almost 90% of local councils in Ukraine supported the Victory Plan, presented by the President Volodymyr Zelenskyy on October 24 at a meeting of the Presidium of the Congress. 1087 out of 1261 councils have already adopted special appeals in support of this strategic document.
This was stated by the head of the President's Office Andriy Yermak at a meeting of the National Congress of Local and Regional Authorities on Tuesday, December 17.
Local councils supported the Victory Plan
According to Yermak, 1087 out of 1261 councils have already adopted special appeals in support of the Victory Plan, which defines Ukraine's position and real mechanisms for ending the war and achieving a fair peace.
The Head of the President's Office added that another 174 councils intend to adopt similar appeals in the near future.
"In addition, 393 councils, which are cooperating with international partners, sent 1,734 appeals to regions, cities and twin communities in 54 countries around the world. The letters contain the main provisions of the Victory Plan and a call for its support," Yermak said.
The Head of the President's Office emphasized that the results of this campaign largely depend on the position of Ukraine's key international partners, in particular the United States, the UK, France, Germany, Italy, Poland, Norway, Japan and other countries of the European Union. At the same time, Ukrainian regions and communities continue to actively cooperate with partners, explaining the Ukrainian vision of ending the war and achieving a fair peace.
Previously, Yermak stated that Ukraine is working to ensure that each point of the Victory Plan is outlined with specific steps and actions that will lead to its implementation. It has been a conversation about specific deadlines for some points.
As a reminder, Ukrainian President Volodymyr Zelenskyy stated that the Victory Plan he presented is not a topic of negotiations with the Russian Federation. The Ukrainian leader also explained the content of five points in the document.
