During his September meeting with Ukrainian leader Volodymyr Zelenskyy, US President-elect Donald Trump expressed interest in two points of the Victory Plan. One concerns the military.

What points interested Trump

According to media reports, the first item of interest to Trump is a proposal to replace some of the U.S. troops stationed in Europe with Ukrainian units after the war is over. The second point concerns Ukraine's natural resources.

Ukrainian businessmen are also negotiating with the government to offer Trump the power of "investment screening", which would allow him to effectively choose who can do business in Ukraine, particularly by restricting Chinese investment.

According to one media source, this would be in line with the principle of "ABC — Anyone but China," which may be attractive to Trump. Business leaders hope that such a decision will help attract investment from the West, particularly for Ukrainian sectors that currently depend on Chinese technology.

As a reminder, the President of Ukraine is preparing another plan for Ukraine. Volodymyr Zelenskyy has instructed the authorities to develop proposals for a so-called internal action plan that would help the country withstand the war. In addition, Ukraine plans to involve civil society in the development of an internal Victory Plan. The country is also working on strengthening its technological agenda.
