The Russian media noted that the explosion occurred around 6:00 am in the courtyard of a house in the Nizhny Novgorod district of Moscow. It was so powerful that the glass in the windows of the apartments was blown out by the blast wave.

Initially, the media spread rumors that a lieutenant general of the Russian Armed Forces and his assistant were killed in the explosion. Later, this information was confirmed. Thus, it became known that the head of the radiation, chemical and biological defense troops of the Russian Armed Forces, Lieutenant General Igor Kirillov and his assistant were killed.

Eyewitnesses claim that the explosion occurred when the men left the building. It is likely that the explosive device was mounted in a scooter that was parked near the house.
