Ministry of Healthcare called for large-scale inspections of MSECs after the scandal in Khmelnytskyi

During martial law, Medical and Social Expert Commission (MSEC) institutions may be inspected by law enforcement agencies. However, the Ministry of Healthcare is allowed to inspect health care facilities if there are complaints about their activities or other significant reasons for doing so.

Serhii Dubrov, First Deputy Minister of Healthcare of Ukraine, made a comment to Novyny.LIVE. 

"Currently, any inspections are prohibited. As the Ministry of Healthcare, we cannot inspect healthcare facilities unless there is a threat to lives and health of patients. In order to conduct an inspection, we need a complaint and substantial grounds. However, law enforcement agencies can conduct inspections and have conducted selective inspections," Dubrov said.

He also expressed hope that the corruption scandals involving MSECs would spur more extensive inspections of such bodies.

"And men who received a disability after February 24, 2022, must undergo re-evaluation. We all have to do our best to ensure that this is done objectively," Dubrov summarized.

According to Serhii Dubrov, First Deputy Minister of Healthcare of Ukraine, Khmelnytskyi region has always been a top leader in terms of complaints from citizens, and now the Ministry of Health understands and sees that these complaints were justified. However, the ministry cannot dismiss, appoint or reprimand the head of any healthcare institution, as they are subordinated to regional councils.

On Monday, October 7, Tetiana Krupa, Head of the Khmelnytskyi Regional Medical and Social Expert Commission (MSEC), has been placed under pre-trial detention by the decision of the Pecherskyi District Court of Kyiv.
