North Korea and Russia have recently signed an agreement on cooperation in the field of digital communications. It may be aimed at strengthening digital control for internal repression.

Digital cooperation

On October 30, the relevant ministries of the countries signed a cooperation agreement, which includes cooperation in the field of communications, information technologies and digital development.

After the Prosecutor General's Offices of Russia and North Korea signed an agreement on joint work in July, the Russian Federation wanted to familiarize itself with the judicial practice of the DPRK. We are talking about the areas of communications and information technologies.

Such an agreement is likely part of the Russian attempts to expand the arsenal of methods of internal control and strengthen control over the information space, in particular through messaging platforms and VPNs.

"The details of the digital communications agreement are unclear, but it is likely aimed at expanding Russian tools of repression in the domestic information space," the Institute said.

Previously, China claimed that there is no threat of increased cooperation between Russia and North Korea.

In addition, the head of the Center for Countering Disinformation, Andriy Kovalenko, said that North Korean troops were already in temporarily occupied Donetsk.
