Zelenskyy addressed the Congress of Local and Regional Councils — what he said

Ukrainians are making every effort to defend the country in times of war, but only international partners can provide critical assistance. This is exactly what is stated in the Victory Plan.

This was stated by President of Ukraine Volodymyr Zelenskyy during an expanded meeting of the Presidium of the Congress of Local and Regional Councils on Thursday, October 24.

What Zelenskyy said

The President emphasized key aspects of the Victory Plan, particularly the need to invite Ukraine to NATO and supply weapons that could alter the course of the war and force Russia to seek peace.

"This primarily concerns the issue of geopolitical certainty for Ukraine, namely the invitation of Ukraine to NATO. It also concerns the weapons that can fundamentally influence the nature of combat operations and force Russia into peace. That’s why the Victory Plan includes two military points — defense against Russian strikes and deterrence of Russia," Zelensky said.

The President also called for enhanced cooperation with communities in partner countries to implement initiatives.

"At various levels in Ukraine, we have already started working with partners to execute the Victory Plan. Now it’s important to engage communities and begin this work at the level of connections with regions and communities in partner countries," he concluded.

Earlier in the evening, President of Ukraine Volodymyr Zelenskyy said in his address that the internal Strengthening Plan, together with the Victory Plan, would provide Ukraine with the right answers to all the challenges of this year and next year.

On October 24, the Head of State also held a meeting of the Supreme Commander-in-Chief's Staff to discuss preparations for the heating season in terms of security, recovery, and work with partners. There were reports from the Defense Ministry and the military.
